NOVA SCOTIA WATERCOURSE ALTERATION CERTIFICATION FOR SIZERS
ABOUT THE COURSE
The Nova Scotia Department of Environment has moved to a notification and approval system for watercourse alterations in the province. People who are certified sizers determine the size of structure for the alteration within the limits of their training through this new system.
This approach to NS Watercourse Alteration Certification for Sizers is user friendly for the watercourse alteration process and quality assurance. The focus is on results rather than methods, and accountability rather than approval. The completion of this training and subsequent exam will allow the participant to calculate and determine stabilization structures, docks, wharfs, water intake structures, culverts and single span bridges under a system of notification and approval. This means no time-consuming application process and no long wait for approval prior to starting installation. It also means the installer is now allowed to use their knowledge and experience to produce results that protect waterways and their habitats.
The course fills up quickly so please apply early to ensure a place. Participant numbers are limited to 25 per course. A very hectic training schedule precludes additional courses prior to June installation season – so please register as soon as possible.
COURSE OBJECTIVES
This program is designed to help participants:
- Identify the role and responsibilities of the certified sizer.
- Understand the limits of certification for watersheds under 20 square kilometers.
- Improve the level of compliance with existing watercourse alteration regulations.
- Provide a better understanding of the importance of environmental protection and the impacts that improper procedures and installations have on waterways.
- Improve the serviceability of the process for performing watercourse alterations through the notification and approval process.
COURSE CANDIDATES
This program is designed for people who design the alteration; calculating the size of the structure. The provincial policy is designed so that notification and approval is only valid if a certified sizer has actually signed off on the installation parameters. Although experience in culvert and bridge installation is a definite benefit, it is not mandatory to attend the sizers course.
FORMAT
NS Watercourse Alteration Certification for Sizers training will be conducted in an informal manner. The workshop will follow the modules as contained in the Department of Environment student manual. This clearly and logically presented manual is used as course text. It was highly praised by previous course participants.
The majority of the course is centered on classroom instruction with individual and group exercises. The final day is reserved for writing the Provincial Certification Exam.
INSTRUCTION TEAM
Kyle Werner
Kyle graduated from the University of New Brunswick where he studied Arts, Science, Engineering and obtained his Bachelor of Forestry and Environmental Management. During this time, he gained environmental knowledge covering several different areas of study; however, it was watershed management that he found most interesting. He wrote and defended a thesis study on sediment and erosion within the CFB Gagetown training area.
Kyle’s experience includes working with heavy equipment, supervising “in-stream” installations, stream restoration projects, soil stabilization and remediation, sediment and erosion control, electro-fishing, road capping, road ditching, and road maintenance. He was employed with J.D. Irving as a Road Construction and Maintenance Supervisor for a period of three years before accepting a position with the Department of National Defence – CFB Gagetown as a project coordinator. Kyle is responsible for large multiple and varied stream crossing installation structures from 12-foot round to metal plate bottomless culverts, large stream restoration projects, and a large network of fording jobs to assist the CFB Gagetown training, along with many erosion control and road maintenance projects. All activities related to Watershed Alteration and Watershed Management.
In his spare time, he lends his expertise to UNB Forestry students by providing class lectures along with field site tours to explain the road building and watercourse crossing application to forest roads. Kyle’s easy-going approach to teaching and interaction with the class allows his knowledge and experience to be transferred to students.
Linton Carr
Linton graduated from the University of New Brunswick where he studied and obtained his Bachelor of Science (Civil Engineering) B.Sc. E and Public Sector Management Program. He is also a graduate of Holland College’s Environmental Technology Program.
Linton was the Senior Range/Training Area Engineer of the Construction Engineering Branch for National Defence Canada at CFB Gagetown, N.B. While too many to list here; other previous experience includes being a Senior Environmental Analyst and Sedimentation Control Engineer with the Oceans and Habitat Branch of Fisheries and Oceans Canada, Director of the Operational Support Branch for the New Brunswick Department of the Environment, Manager of New Brunswick Watercourse and Wetland Alteration and Regional Approvals Program, MCFT and University of New Brunswick Lecturer, and many more.
Informally, Linton is referred to as ‘Creator’ of Watercourse Alteration Certification in Atlantic Canada. It is he who initially created and helped implement this training throughout the region.
ENROLMENT
Enrolment will be limited to twenty-five (25) candidates on a first come-first served basis. If the proposed course date is full, or there is insufficient enrolment to hold the session, you will be notified as to alternate dates.
TUITION
Tuition for the program including supplies is $625.00 + 15% HST.
CONTINUING FORESTRY EDUCATION CREDITS
NS WATERCOURSE ALTERATION CERTIFICATION FOR SIZERS is equivalent to 14 Continuing Forestry Education Credits.
